City Manager
Webster Groves Constituent,
The City of Webster Groves uses the Council-Manager form of government, under which elected City Council members hire the City Manager. The City Manager, as the City's Chief Administrative Officer, administers the functions of the City in accordance with the City Charter, Ordinances, and established policies.
City Manager
Dr. Marie Peoples became the Webster Groves City Manager in January 2021. Dr. Peoples has 20+ years of experience in local and state government. Before joining Webster Groves, Dr. Peoples served as Deputy County Manager for Coconino County, the second largest County in the nation, and was responsible for leading justice and human service-related departments. Dr. Peoples also served as the Incident Commander for Coconino County’s COVID-19 response, proudly establishing Arizona’s first drive thru testing sites, community hotline, and sheltering for unhoused COVID-19 impacted people.
Prior to serving as Deputy County Manager, Dr. Peoples served as the Chief Health Officer for the Coconino County Public Health Services District. Her career began within Missouri’s correctional system. In addition, she has worked for the Missouri Supreme Court, Missouri Department of Mental Health, and served as the Health Director for the Cole County Health Department. Dr. Peoples has successfully led many large initiatives and always strives to provide visionary leadership and to develop innovative and collaborative approaches to issues.
Education
Dr. Peoples holds a Bachelors’ degree in Criminal Justice Administration, a Master’s Degree in Sociology and Criminal Justice, a Master’s Degree in Public Health, and a PhD in Public Health Epidemiology. Dr. Peoples is also a graduate of the Senior Executives in State and Local Government at the John F. Kennedy School of Government at Harvard University.

CIVIC Engagement
Dr. Peoples belongs to many professional and community organizations. Additionally, she previously served as an elected member of the Coconino Community College Governing Board, was a recipient of the Emerging Leader in Rural Women’s Health award, the Gabe Zimmerman Civic Leadership award, and is a Flinn-Brown fellow.Education
